No matter how great the Xbox 360 is the console is louder than hell. Those fortunate enough to still own an original model will agree that having to turn up the volume on the television not so you can hear the game, but because you need to hear it over the fan on the 360, is annoying.
Microsoft has made improvements to their chipset by rolling out the Falcon chipset in the past. The Falcon has helped, but the noise issues are still there.
Rumor is Microsoft is going to roll out a third version of their chipset called Jasper. Like the Falcon it is supposed to produce less noise and overall make the Xbox 360 run at a cooler temperature. The launch of this new chipset is going to be August, if rumors prove true.

I've had my 360 since the first year of production, and it definitely runs loud. I even have an Intercooler fan on the back, so you can imagine the extent of the noise. It's almost like a helicopter landing in my living room... Neat stuff.
The last chipset rollout improves that significantly. 360 certainly makes less noise than the first model I had. I only really notice the console noise later at night, when I have to keep the volume lower lest I piss off my neighbors (5.1 surround with full woofer at 2am makes no one happy except me). And the console sits only a foot off my right side....
Chips don't make noise, fans do.
But if a chip set uses too much energy, it gets hotter which means you need a bigger fan to cool it off which means it makes more noise...and the wheels of the bus go round and round.
